Rabbit Run Combined Sewer Overflow

The City of Huntington realized they had an upcoming long-term control plan deadline that required a new 2.2 MG combined sewer overflow storage tank to be constructed and operational by December 2013. The design was approximately 60% complete in August 2012 when they decided to utilize the Guaranteed Savings Contract (GSC) to accelerate the work.
In order for the City to comply with their long-term control plan deadlines, the entire project had to be operational in 12 months. This included excavation of 25,000 CY of overburden, 38,000 CY of rock removal, installing 284 4.5” rock anchors, placing 10,000 CY of concrete with some walls up to 5-feet thick and 40-foot tall in a single pour, and installing two 4.0 MGD submersible de-watering pumps. A key challenge was the constrained site. Wilhelm negotiated temporary access to an adjacent junkyard for a lay-down area, which allowed for cost-effective rock stockpiling and crushing for reuse, saving on trucking and dump fees. The project was completed on schedule, meeting the long-term control plan deadlines, and returned over $1M in savings to the owner
