A new coal-fired IGCC power plant designed for a nominal net power output of 630 MW. This is a green field site consisting of process units required to convert coal feedstock to clean synthetic gas (syngas), a combined cycle power unit which burns the syngas to produce electricity, and various ancillary utility and environmental support systems.

Wilhelm served as general contractor for the administration and control building and the maintenance building/warehouse. Wilhelm was also the foundation and underground contractor for the remainder of the facility including foundations for the coal handling, water treatment, power block, gasification and air separation.
